ABSTRACT
Education is indispensable for the full development
of the individual, their access should be ensured to
all individuals without distinction, besides being
a way of achieving citizenship. The Constitution
established the need for technical cooperation in
promoting education among the Union, states and
municipalities, in this context, the municipalities
have autonomy, can complement the curriculum
content. Essential to the individual formation is the
inclusion of human rights as a compulsory subject,
compared to their relevance and evaluative load.
