atleastallbirdsandmammalshaveneuroanatomicalsubstra-
tesneurochemicalandneurophysiologicalstates ofconscious-
nesssimilartohumanbeingsThustheabsenceoftheneocortex
donotpreventthatabodyexperiencesaectivestatesandshow
intentionalconduct
N Animalsshould havethe rightof theGovernmentto
protecttheirdignity inregardto lifeveterinarycareadequate
foodandhousingbasedontheprinciplesofbioethicsandequal
considerationof similar interests Theseinterests are maintai-
ningthephysical andpsychological integritynotbe subjectto
any form of neglect abandonment discrimination suering
abuseorcrueltreatmentviolenceoroppression
N Animals shouldhave the right toa healthy environ-
mentconditionsoffreedomanddignitymaintainingtheboun-
