When I first made a business visit to Brazil in July of 2011 I was overwhelmed. I found the Brazilian business people I met to be enthusiastic, knowledgeable, proud of their country, and caring about their fellow citizens. After my first visit I knew Brazil would be an economic power house just based on its citizens sheer will to succeed.

As part of that trip I learned that trade globalization was an opportunity and a risk for Brazil. The opportunity was one of strengthening the economy through more exports creating stronger companies leading to more jobs and more middle class participants. The risk was in the increase of the strength of the Brazilian economy over the last 12 years. Brazil is now more attractive and companies from around the world are sending representatives to Brazil to look for export opportunities. The imports the foreign exporters provide stand as a competitive risk to Brazilian companies.

The Brazilian federal and state governments has sought to help mitigate that risk by strengthening the domestic economy by providing specific R&D support to targeted industries, particularly the automotive industry, and by providing more general incentives to larger profit making corporations by introducing the Lei do Bem. The Lei do Bem, which is the subject of this book, is a tax based incentive that is available to larger companies that undertake R&D activities. The incentive is claimed by applying a percentage of R&D expenditures against corporate income taxes otherwise payable.

This book was written to serve as a guide to making a claim for R&D tax incentives. Many companies in Brazil are unaware of the incentives available, or mistakenly believe that the work they undertake does not qualify as R&D, and miss out on an excellent source of support for their innovation activities.
