I – THE UNCERTAINTY ABOUT THE FUTURE
When CEPED established the purpose of reforming the legal education for
capitalism implemented in 1964, it did not intend to be just an ephemeral
course of specialization in law. It had higher ambitions.
Henry Steiner believed there were two higher goals. One in the long term:

what Roberto Campos, Minister of Planning, referred to as “legitimacy of
the power through effective development”. In the Institutional Act no. 1,
Francisco Campos had explained the theory that a revolution, the conquest
of power by force, would render the legitimacy by vote unnecessary. The le-
gitimacy would arise from the simple fact that the revolution held indisput-
able power. The text of the Constitutional Act set forth:
