Abstract
This paper aims to describe the phenomenon of horizontal or third-party effect of
human rights under international law, through its concept, application and

corporations issued by the Organisation for Economic Co-operation and
Development and by numerous norms issued by the International Labour
Organization. Some relevant international claims judged by the European Court of
Human Rights and the Inter-American Court of Human Rights will also be
addressed here. Last but not least, this paper will present some general tendencies
of the debate on third-party effect of human rights in countries like Germany, US,
France, Spain and Portugal, and Brazil.
